Jaipur: A team experts from the University Grants Commission (UGC), which was on visit to the University of Rajasthan to assess it's financial requirements during the 11th Five Year Plan, has expressed its concerns over 'The Rajasthan Universities Law (Amendment) Bill 2008' passed during the monsoon session to increase the control of the State Government over universities and appointment of Vice Chancellors.
A special clause called "Control of the State Government" has been added by the Rajasthan Government to the statutes governing varsities.
The Role of Governor has been drastically reduced in the controversial bill.
The UGC team was led by Punjab Singh, former Vice-Chancellor of Banaras Hindu University (BHU). "Any kind of bill which disturbs the autonomy of universities should not have been passed", Singh said.
The functioning of 36 Post-Graduate Departments, 18 Research Centres and other units of the University were judged and proposals for research & development during the 11th Plan period were also examined by the nine-member UGC team.
Prof. Singh said, "The University has a good infrastructure, but it lacks human resources with no appointment of teachers made during the last 15 years. 335 teachers will be appointed shortly to fill up vacancies".
Talking about granting the status of a Central University to Rajasthan University, Prof. Singh said, "The University has a great potential waiting to be exploited. This matter is under the consideration of the Centre".
