New Delhi: The Ministry of Human Resource Development (MHRD) has redesigned the National Literacy Mission (NLM) to inculcate new enthusiasm into it and check the declining rate of literacy.
The restructured programme will be known as 'Lok Talim'.
The HRD Ministry chose the name 'Lok Talim' taking inspiration from Mahatma Gandhi's 'Nai Talim', which was based on two basic principles, these being: all education through productive work and self reliance of the system and the child.
The new name represents the composite culture of India, as the word 'Lok Talim' is a combination of Hindi and Urdu words which represents People and Education respectively.
The outline of the programme has been finalized by the Ministry and a detailed report for the financial expenditure is already in circulation.
The programme is likely to be implemented for Adult Education in the Eleventh Five Year Plan by the Planning Commission.
Primary school buildings of primary healthcare will be used to conduct the classes. To implement the programme, a variety of options are available to the programme managers.
There is a provision of residential camps of four months duration for adolescents and weeklong residential camps for 10 months for self-help groups and panchayats to manage the programme.
