Panel report on OBC creamy layer ceiling on Tuesday

New Delhi: The National Commission for Backward Classes (NCBC), which has favoured doubling the income level for identifying the 'creamy layer' or the better-off among the other backward classes (OBC), will submit its report to the government on Tuesday, an official said Monday.

According to NCBC member secretary Luxmi Chand, the commission members will meet Social Justice and Empowerment Minister Meira Kumar on Tuesday to submit their report on what should be the annual income limit beyond which the earner would be deemed to belong to the 'creamy layer'.

The NCBC members were to meet the minister on June 26 but the meet was deferred.

The NCBC has favoured a raise in the annual income criterion from the existing Rs.250,000 to Rs.600,000.

The Supreme Court in April this year asked the government to keep what it called the 'creamy layer' out of the ambit of education quota for OBCs.

"The commission has finalised its view on the income ceiling after ascertaining the views of the state commissions on the issue," said an official.

On June 11, members of the state commissions for backward classes, who met here favoured an increase in the income limit for redefining the 'creamy layer'.

Various political parties and other quarters have demanded revision of income limit. IANS
