The China Scholarship Council (CSC) is a non-profit institution with legal person status affiliated with the Ministry of Education. The objective of the CSC is to provide, in accordance with the law, statutes and relevant principles and policies of China, financial assistance to the Chinese citizens wishing to study abroad and to the foreign citizens wishing to study in China in order to develop the educational, scientific and technological, and cultural exchanges and economic and trade cooperation between China and other countries, to strengthen the friendship and understanding between Chinese people and the people of all other countries, and to promote world peace and the socialist modernization drive in China. Recently,were in Capital to join different Indian Educational bodies at 13th Education World wide Fair. National Network of Education was On-Line Media Partner with the fair organizers and got the chance to participate wit the foreign universities and had a round of conversation with the China Delegates.

Amongst the emissaries present at the fair were MR. Chang, D-G of Ministry of Education, Mrs. Zhang Xiuqin, Secretary-General, China Scholarship Council and Mr. Wu Liansheng, acting as Deputy-General of China Scholarship Council. We got the chance to have a detailed tête-à-tête with Mr. Wu Liansheng, who is looking after the overall functioning of the educational bodies with the objectives of supervising the functioning of the CSC to meet its goals.

NNE also nabbed the opportunity to have the dialogues with these delegates during a Press conference held at the fair, where a broad discussion was on India- China collaboration on Education Front and how Indian students can be beneficiaries of China Education Programs.

Excerpts from the conversation:

NNE: How do you perceive this platform for China’s Educational growth?

Mr. Liansheng: This fair is a platform for us and through this medium we welcome Indian Students to come and be the part of China Educational Bodies. We want them to pursue programs their, so that they can themselves analyze the difference between our and other countries programs.

NNE: What is the basic Education scenario in China?

Mr. Liansheng: In China there are around 120 million students, out of which around 100 million comprise of Basic as well as Secondary Education and around 20 million belong to higher Education. Here, the figure comprises of both students hailing from China and foreign students as well.


NNE: What is the main motive behind your opening fronts with India?

Mr. Liansheng: India is a developing country and we want to improve mutual relationship between our people and more than this, we want the coming generation to visualize the future and set the goals accordingly towards the advancement of both the countries. We want Indian students to come and join our programs, so that they could be well aware of the Chinese people, culture, economy and every front and further towards mutual collaboration.

NNE: How many foreign students are currently studying in China?

Mr. Liansheng: At present there are around 1,10000 students, out of which 800 are Indian students and the toll at the same moment is also growing.

NNE: How do you see that the Indian people are going to help you in your growth?

Mr. Liansheng: {He Smirks} India’s IT sector is rapidly growing, which is one great aspect as it is one sector, which creates its own demand. We want Indian IT people to come and join hands with us, as they have the potential and we could provide them with a platform. This will be beneficial in quick, rapid, development of both the countries.

NNE: Do you think that Chinese language would act as a barrier for Indian Students?

Mr. Liansheng: See, there are certain programs that one can opt for without having hold on the Chinese language, but certain Educational bodies are particular about offering there programs in Chinese language only. This would be again not a problem, as we will provide them with the specialized language courses also

NNE: What would you say about providing recognition to the programs in India, offered by China?

Mr. Liansheng: For that we are soon going to sign pact with India, as the talks are on, to provide recognition to the Chinese programs in India and consider them equivalent to the Indian degree programs.

NNE: The Universities displayed here are recognized or private ones?

Mr. Liansheng: The 23 universities, who have participated here, are all public universities funded from China Govt., some are comprehensive universities, some are traditional and some are of Western-Chinese standard. Out of these here are many top-notch universities like: Beijing University, Peking University that are considered as No.1 in China.

NNE: Being a member of China Scholarship Council, is there any special scholarship program you are offering to Indian students?

Mr. Liansheng: We have different Scholarship programs and we have already awarded 35 scholarships to the Indian students. We reward around 25 scholarships every year. And yes, we are also planning to start certain new scholarship programs. Currently the scholarship tends amount from 3000 U.S. Dollars to 5000 U.S. Dollars.

NNE: What would be the U.S.P. of going for a degree program with Chinese University?

Mr. Liansheng: {He Smirks} First of all, we provide a multi-façade, multi-cultured platform where there is not only the academic growth of a person but also he becomes acquainted with various different cultures, perceptions that could further help in his growth as a professional. Secondly, this will help in growth of relationships between the two countries. Thirdly, it would improve the quality of output from the various education sectors, as the students would be more knowledgeable and would have grasp on different aspects. This will grow them as a professional, as a person that would further in near future work towards upbringing of both the countries.

We gently greeted each other and wind it up with looking forward to a quick and positive growth on both the sides.
